To improve customer service and reduce wait times, customers who are under the age of 40 and eligible, must renew online, or by mail or MVA Self-Serve Kiosk. Renewals for these customers will no longer be processed at the counter of an MVA branch office. You can renew your non-commercial driver s license online at MVA s E-Store.

All learner s permits, identification cards and federally non-compliant driver s licenses and ID cards are mailed to the Maryland residence on file.

Note: Individuals with a limited term driver s license with a T restriction or ID card will continue to be issued a card with a period of validity that equals the duration of one s lawful status in the United States. They can ONLY renew by visiting a MVA Branch Office.

The Maryland MVA is phasing in the renewals of non-commercial driver s licenses and ID cards for 5 to 8 years. During the phase-in period, the length of validity will be computer generated and the fees will vary according to the number of years for which the license or card will be valid.

Commercial driver s licenses will continue to be valid for 5 years.

Drivers who are turning 21 years of age, who come into an MVA branch offices to change their driver s licenses, are no longer required to go to a kiosk to complete their transactions. They can be issued a ticket to be served at the counter and will receive a new photo and driver s license. These transactions will change sometime in the fall of 2015, when the driver s licenses for this age group will be centrally issued and will then be mailed to the driver s address on record at the MVA.

Correcting/Changing Your Maryland License or Permit

If you are using a name other than your birth name, or changing the name on your current Maryland license, you must bring the document that initiated the change of name, such as a marriage certificate, divorce decree or court ordered name change, to the MVA to correct your license.

A corrected license can be issued for changes to one s name, address, height, or weight, to add or remove an organ donor designation, to add or remove certain restrictions or to add a Veteran status designation. To change your address or organ donor designation, you may do so online, here or at an MVA Self-Serve Kiosk. Or you can complete the Change of Address form VR-154 and mail it to the MVA. There is a fee for a corrected license. But there is no fee for the change of address card, which should be carried with your license. You will be mailed the card or corrected license

Duplicate Driver s License or ID Card

Please request a duplicate driver s license or ID card online with the new online option here or by MVA Self-Serve Kiosk. These transactions will no longer be handled over the counter and the duplicate driver s license or ID card will be mailed to the address on record at the MVA.

Lost Maryland License or Permit

If your license has been stolen, you must apply in person at an MVA branch office for a duplicate license providing there are no changes to the information on your license. Exchanging an Out-of-State License for a Maryland License

New Maryland residents must obtain a Maryland Driver s License within 60 days for a noncommercial driver s license and within 30 days if it is a commercial driver s license CDL.

You will need your out-of-State license s, if you do not have the license in your possession, you will need to present a certified driving record from the licensing agency.

You must pass a vision screening.

The vision screening can be administered at the MVA Branch Office; OR

Submit a completed Vision Screening form DL-043 or DL-043A ; OR

Have an authorized Online Vision Certification Provider electronically submit your vision results to the MVA.

NOTE: The vision screening by a doctor must have been administered within the previous 12 months.

If your license is expired for one year or more, you are required to pass a knowledge and driver s skills test.

Out of State Learner s Permits cannot be exchanged for a Maryland Learner s Permit. You must meet all the requirements of a new learners permit

If you are active duty military, some states grant an extension of the driver s license validity period to active duty U.S. military personnel and their dependants while they are stationed outside of their home licensing State. If the Out-of-State driver s license has been expired for one 1 year or more and the State grants a Military extension, you will be required to provide:

Acceptable proof of your current active duty status or military dependant status i.e. Military Photo ID card, OR

Recent discharge records each State grants a certain amount of days after discharge, therefore testing requirements will be waived depending on your State s extension ; AND

Pass a vision screening; AND

Exchanging an Armed Forces License for a Maryland License

U.S. Armed Forces Military Operators Permits/Licenses are NOT recognized as proof of having a current driver s license. Armed Force s licenses must be accompanied by a U.S. State or a foreign country driver s license.

If the applicant is unable to provide acceptable proof of ever holding a license from another state or country, they must be processed as a NEW driver and must complete all of the Maryland Graduated Licensing System requirements.

Exchanging an Out-of-Country License for a Maryland License

Types of Maryland Driver s Licenses

The Maryland MVA offers several types of non-commercial driver s licenses:

Class A: Allows you to drive a non-commercial vehicle of any weight except motorcycles.

New Driver s License Eligibility

If you re a new driver, you must participate in the Maryland MVA s rookie driver program, which has several stages:

Learner s permit.

Full driver s license.

Maryland Learner s Permit

You can apply for a learner s permit in person at your local MVA branch. You ll need:

Payment for the 50 fee includes provisional and full driver s license conversion.

To pass the vision screening.

To pass the written permit test.

Proof of your age and identity, such as your:

Birth certificate original or certified copy.

U.S. passport.

Proof of your Social Security number, such as:

Your Social Security card.

A W-2 dated within the last 18 months.

A paystub dated within the last 3 months.

2 documents to prove you are a Maryland resident, such as a:

Utility bill.

Bank statement.

Mortgage agreement or rental contract.

NOTE: These items must show your name and address, and each document must be from a different company.

Learner s Permit Restrictions

With your learner s permit, you can drive ONLY while supervised by a licensed driver who:

Is at least 21 years old.

Has had their driver s license for at least 3 years.

Is sitting next to you.

Driver s Ed and Behind-the-Wheel Requirements

If you re 25 years old or older, you can move on to your provisional driver s license once you:

Complete 14 hours of driving practice, including 3 hours at night.

Maryland Provisional Driver s License

If you re under 25 years old, you will have different requirements to fulfill before moving on to your provisional driver s license. See our Applying for a New License Teen Drivers in Maryland page.

If you re 25 years old or older, you will be eligible for a provisional driver s license once you:

Have held your learner s permit for 45 days.

Have completed at least 14 hours of driving practice, including 3 hours at night.

Pass the driving test.

If you receive any traffic convictions while you have your provisional driver s license you will receive the following penalties:

Mandatory completion of a driver improvement class : 1st conviction.

Driver s license suspension for 30 days: 2nd conviction.

Driver s license suspension for 180 days: 3rd conviction and subsequent convictions.

Apply for a New Provisional Driver s License

You must apply for a provisional license in person at an Maryland Motor Vehicle Administration branch office.

First, you have to schedule your driving skills test in advance using the MVA s Central Scheduling System.

When you go to the Maryland MVA office, you ll need:

To pass the driving test.

Your learner s permit.

To submit a completed Skills Log Practice Guide.

Once you ve held your provisional driver s license for 18 months, it will be automatically converted to a full driver s license. During this time you must not receive any moving violation convictions.

New Maryland Driver s License

Your provisional license will automatically become a full driver s license once you ve held it for 18 months.

NOTE: If you are under 21 years old, you must have no alcohol convictions to be eligible for a full driver s license. If you receive any moving violation convictions while you have your provisional driver s license, your waiting period of 18 months will be re-started.

The Maryland MVA will mail you an update card that shows you are a fully licensed driver. Carry the card with your provisional driver s license.

When your provisional driver s license expires, you will need to renew your driver s license and receive a regular Maryland driver s license.
